According to the E-waste management rules, the producers of electronic and electrical goods that proffer products for sale on a pan India basis are compelled to acquire EPR Authorization from the Central Pollution Control Board.  Another rule of the E-waste management is that the producers those trade and sell products in only one state are required to get authorization from the State Pollution Control Board of that state. On the other hand, recyclers and dismantlers of e-waste are required to get authorization as well as registration from the State Pollution Control Board for the accumulation of e-waste. Remodelers of electronic and electrical goods are mandated to acquire one-time authorization from the State Pollution Control Board. 
E-waste comprises multitude toxic materials like cadmium, mercury, and lead which must be disposed of, processed as well recycled in order to safeguard the ecosystem. 95% of the electrical and electronic wastes that are generated in India is poorly handled and monitored by the informal recycling sector that uses polluting processes and improper techniques. Acid stripping, open-air incineration, and manual dismantling are some of the crude techniques that are used by the informal recycling sector which results in polluting processes that pose serious threats to health and environment. Moreover, these informal recycling sectors employ children and women in such grave health risks. Moreover, Women and children in these sectors are poorly paid. Industry certification programs are important because the industry certification programs set requirements for safer disposal and recycling of e-waste.
When electronic waste containing cadmium burns, it liberates lethal gas which causes lung failure on prolonged exposure. Moreover, when cadmium gets in contact with the atmosphere, it causes cancer to humans as well as degrades the health of the soil. The presence of lead in electronic wastes like LEDs, television and PC monitors causes fatal diseases related to nervous system, kidney, brain as well as the entire reproductive system. Even the natural functions of soil and water systems get disrupted by the presence of lead in the environment. Mercury, on the other hand, has a poisonous effect on the environment and human health. The presence of mercury is found in products like refrigeration units, CFLs, and televisions. The components of mercury get transmitted into the water bodies, landfills as well as the local environment on dumping of the  mercury-containing e-wastes. This highly toxic compound when gets combined with the organics liberates methyl mercury which poses serious effect on health and environment.
